It is a memorial for a bicyclist. It's called a "ghost bike" http://www.ghostbikes.org

I didn't know we had these here. Its a Ghost Bike. They have them in America for cyclists that have been killed.
Must've been hit by a car? :(
And, I never saw something like this in America. Typically, you just see a cross on the side of the rode with a bunch of flowers and pictures.
