Rain does tend to put a damper on things.
I went to the Notting Hill Carnival two years ago, it's amazing!

Great fun! Some of the preparations take a full year, I gather, and when you see the elaborate costumes you can understand why.
I have seen it twice, and it was colorful and GREAT FUN to watch. We saw a few minutes from it on the TV-news over here at the weekend.

Those kids were having such a good time I doubt if they even noticed it was raining and if they did I don't think it would have bothered them too much...
