It's certainly popular with pigeons.Typical of the memorial style of the Great War, possibly another plaque on there, but how did ex-servicemen see the design of these memorials?

Quite powerful. I see the birds find it a useful perch.
I have seen angel statues like this in many places. There is a "winged victory" statue in Hartford's Bushnell Park.
