Scaffolding came to mind for me. I thought it was still under construction.
Yes, it does have a Matrix feel to it, but also reminds me of the screening wall behind a stadium here.
Scaffolding. Like Sharon. And, I hope it IS under construction and the scaffolding goes away when it is finished.
