I've noticed that here too.
Here the practice tends to often be ghost bikes. Unfortunately they become visual clutter, and can be quite distracting.

I am afraid that these colourful ribbons would not have made me aware of a tragedy ...... Perhaps it is just very different the way we do things from one country to another.In Norway we leave candles, little notes on cards plus flowers. The loss and the tragedy is awful no matter where it happens.
This is sad. I have never seen ribbons to mark the place where someone died. More commonly over here are crosses with flowers.
